What that often means in practice is that the programs mean free labor for the capitalist oppressors. The state or municipality will give you like a a fifth of a normal salary, coming out of the taxpayer’s community chest, and you have to work for a for-profit corporation. Capital thinktanks were clever devils when they set that up.
